Integrated Solutions Consulting (ISC) offers government and nongovernmental clients a wide variety of technical services during and after a disaster. ISC Provides FEMA PA Technical Services Nationwide
Integrated Solutions Consulting (ISC) provides nationwide professional support services in carrying out the statutory authorities of the Robert T. Stafford Disaster Relief and Emergency Assistance Act under the National Response Framework (NRF). Through ISC’s partnership, these services assist the Federal Emergency Management Agency (FEMA) and the agency’s state and local counterparts in response to nationally declared disasters. As part of a nation-wide team network, ISC provides a variety of services, such as: damage assessments, technical analysis, program management, operational and strategic planning support, training development and delivery, policy analysis, grant management, organizational assessment, and other special studies and assignments.

Over the years, the ISC Team has worked with all levels of government to coordinate the rapid mobilization of thousands of technical staff and integrate these personnel into the event’s Incident Command Structure. The ISC team has responded to hundreds of natural hazards, man-made disasters, and incidents of national significance. The ISC Team’s catastrophic response and recovery experience includes the 9/11 World Trade Center Attacks, Hurricanes Katrina, Sandy, and Maria; various California Wildfires; and dozens of floods, mudslides and ice storms.
FEMA SECTION 428 ALTERNATIVE PUBLIC ASSISTANCE PROGRAM
ISC is an Expert in the FEMA Section 428 Alternative PA Program
On January 29, 2013, President Obama signed into law the Sandy Recovery Improvement Act of 2013. This law adds section 428, which authorizes alternative procedures for the Public Assistance (PA) program through a pilot program under sections 403(a)(3)(A), 406, 407 and 502(a)(5) of the Stafford Act. Specifically, the alternative procedures authorized under the law pertain to debris removal (emergency work) and repair, restoration, and replacement of disaster-damaged public and private nonprofit facilities (permanent work).
Since its inception following Hurricane Sandy to its most recent implementation following Hurricane Maria in 2017, ISC has supported the delivery, training, program analysis and improvements of FEMA's Section 428 Public Assistance Alternative Procedures (PAAP) pilot program. ISC conducted project worksheet (PW) accounting, work flow, scope of work reviews, alternate projects, improved projects, emergency protective measures, debris removal, public infrastructure, buildings, utilities and recreational facilities, state and subgrant drawdown activity, accounting systems, Section 324 Management Costs and Direct Administrative Costs, Section 428 SRIA Alternate Procedures, appeals, and project closeout. In addition, ISC was intimately involved in the development and reporting capabilities of the FEMA PA Dashboard and using the PA Dashboard, EMMIE and Data Warehouse in a post-disaster environment to track the implementation of the FEMA PA Program and identify areas where corrective action is needed. In June 2018, FEMA requested ISC personnel to deploy to Puerto Rico to investigate the current disaster response and recovery operations and provide recommendation to FEMA Headquarters of necessary improvements and corrective actions to expedite the reconstitution and recovery of Puerto Rico through the PAAP pilot program. |
FEMA STEP and TSA Program Management
ISC Supports the Improvement and Implementation of FEMA's Temporary Sheltering Assistance & Emergency Power Programs
ISC has supported and evaluated two of FEMA’s post-disaster housing programs: The Temporary Sheltering Assistance (TSA) program (using hotels as shelters) and the Shelter and Temporary Emergency Power (STEP) program (short-term, low-cost repairs to make a home habitable). Although the TSA program is run by FEMA, it is expected that the receiving county and its municipalities may need to support some TSA residents as they transition out of the hotels or if hotels cannot offer the TSA rate during a previously scheduled event (such as a major sporting event or wedding). Depending on how the State chooses to run the STEP program in the future, the county and/or its municipalities may have a significant oversight role, including tasks such as gaining legal entry to the property, working with contractors, and submitting regular reports to the State, among others.

Integrated Solutions Consulting (ISC) provides technical support to FEMA’s Hazard Mitigation Program, and thereby has extensive knowledge of floodplain management and Sections 404 and 406 of the Hazard Mitigation program. As such, ISC is able to leverage its institutional knowledge of these various programs in order to provide solutions that are compliant with programmatic and regulatory requirements and authority. Specifically, ISC’s cadre of professionals provides essential services, including, but not limited to, the following:

- Section 404 & 406 HMGP Management: ISC has worked closely with FEMA Regional and State mitigation officers to incorporate the latest standards directed by the Department of Homeland Security, implement Sections 404 and 406 of FEMA’s Hazard Mitigation Grant Program, and assist communities participating in the Community Rating System to identify potential hazard mitigation projects and secure funding to implement these projects.
- Mitigation Policy Review, Guidance & Programmatic Assistance: ISC is a leader of integrating multiple state regulatory requirements and federal directives in order to provide hazard mitigation strategies that address other programmatic standards, yet operational in a post-disaster environment. This strategy ensures a successful integration of a community’s hazard mitigation into disaster recovery operations.
- Preliminary Damage Assessments: Being intimately familiar with the local, state, and federal perspectives of the disaster declaration process, ISC can assist clients in the PDA process.
- Disaster Impact and Vulnerability Assessments: We recognize that a uniformed risk, vulnerability, and capability assessments essentially serve as the foundation for effective All-Hazard mitigation strategies. For this reason, ISC has developed sophisticated risk assessment methodologies that incorporate state-of-the-art technologies and industry leading research.
- Post-Disaster Hazard Mitigation Planning: ISC has been the architect of numerous state-level and local all hazard mitigation plans. ISC takes great pride in providing a planning framework for All-Hazard Mitigation Plans that complement and facilitate the integration of other emergency operational planning doctrine, while still meeting the requirements as outlined in the DMA 2000. ISC takes great pride in our perfect track record of receiving FEMA-approval on the initial submission of each mitigation planning effort.
- All Hazard Mitigation Technical Assistance: ISC is able to leverage its institutional knowledge of the various FEMA mitigation programs in order to provide solutions that are compliant with programmatic and regulatory requirements and authority.
- Section 404 & 406 HMGP Training: ISC has several staff that are certified FEMA Trainers. We have provided a wide array of instructor-support services, to include hazard mitigation training, for federal, state, and local emergency management representatives. Social Science Assessments: Our team consists of skilled researchers, schooled in the social sciences and the application of social research methodologies in the field of emergency management. ISC has successfully executed several research efforts for state emergency management agencies and FEMA Headquarters.
HUD COMMUNITY DISASTER BLOCK GRANT (CDBG) PROGRAM SUPPORT
ISC Helps Clients Manage HUD CDBG Disaster Recovery Grants
ISC offers experienced professionals that are available to provide subject matter support in the design, management, and oversight of your community's Community Development Block Grant Disaster Recovery (CDBG-DR). CDBG-DR is federal funding provided by the US Department of Housing and Urban Development (HUD) for long-term disaster recovery. Our staff have worked the nation's largest disasters and are intimately familiar with how this program can best be utilized to rehabilitate and reconstruct housing, improve infrastructure and public facilities, and economic revitalization of your community.

HUD Supplemental Disaster Recovery Funds provide flexible grants to help cities, counties and states recover from presidentially declared disasters, especially in low income areas. Grants are generally noncompetitive and nonrecurring and derived by a formula that considers disaster relief needs unmet by other federal disaster assistance program. HUD Supplemental Disaster Recovery Funds are made available to state, local government, Indian tribes and areas designated by the President of the United States as disaster areas. HUD will notify eligible governments.
Damage Assessments & Forensics
ISC Provides Technical Assistance for Preliminary Damage Assessments
ISC provides technical assistance in identifying post-disaster damaged facilities, performing cost estimates of the damaged facilities, and identifying those costs that would be eligible for funding through the Section 404 and 406 Hazard Mitigation Measures. ISC and core personnel have rapidly mobilized personnel to respond to over one hundred twenty-five (125) federally declared disasters and emergencies, including several of our nation’s most catastrophic events. These events include the 2008 Midwest Floods, Hurricane Ike, September 11th Attacks, Hurricane Katrina/Rita, Ike, Harvey, Wilma, Maria, and Micheal. These catastrophic events are all rated as the top 10 costliest disasters, with estimated losses of over $500 Billion. ISC staff has responded to provide timely technical and operational support for assessing damages and disaster recovery assistance.

Disaster Damage and Forensics
ISC is the Industry Leader in Disaster Damage Forensics
The passing of the Sandy Recovery Improvement Act, and the resulting changes to the FEMA PA Program, has resulted in new needs and opportunities for local and state governments. The Sandy Recovery Improvement Act (SRIA) of 2013 and the accompanying Disaster Relief Appropriations Act, 2013 allows for grants for public assistance permanent work projects on the basis of fixed estimates for the timely or cost-effective completion of work. As an incentive, FEMA is offering in-lieu contribution on the basis of estimates for repair, restoration, reconstruction, or replacement of a public facility and management expenses and the use of all or part of the excess grant funds for cost-effective activities that reduce the risk of future damage, hardship, or suffering from a major disaster. Although these programmatic changes provide new opportunity for local and state governments, they also require the need for more sophisticated methods for local and state applicants to thoroughly and quickly document damages.

Recognizing this fundamental programmatic change, ISC has mastered the development of 360-degree panoramic damage assessments. Our team of disaster recovery specialists and licensed drone pilots have the technical skills to create high-level detailed, 360-degree panoramic damage assessments of damaged facilities or devastated communities in a matter of minutes. This emerging technology allows for our clients to establish detailed historical record to document damages and justify cost estimates and other incentives allowed under the SRIA.
