A community’s hazard risk, vulnerability, and capability assessments are critical documents that define a community’s strategic common operational picture to mitigate, as well as prepare, protect, respond, and recover from emergencies and disasters; and serve as the foundation for other emergency management related initiatives and create increased programmatic efficiencies. For this reason, ISC values a rigorous approach to vulnerability analysis and risk assessments, which serves as the basis for promoting critical aspects of a client’s Comprehensive Emergency Management Program (CEMP).

ISC Develops Exercise Simulation of Active Shooter Scenario
Recognizing the growing need for a coordinated strategy for active shooter incident, ISC was selected by Oakland County Michigan to develop an interactive exercise simulation and accompanying computer-based training programs that will provide fire departments, law enforcement agencies and emergency medical service responders with basic training on the tactical issues and concepts of victim care after an “active shooter” incident. ISC used professional film crews to develop client-customized, interactive media that not only enhances the learning experience, but also utilizes adult learning techniques designed to increase knowledge retention. Utilizing the learning management system provided by the Odysseus™ Enterprise System, ISC was able to train over 3,000 first responders in just a few months.
ISC Develops Realistic Hazard Simulations with Special Effects
In preparation of the upcoming hurricane season, Integrated Solutions Consulting developed and produced an educational All-Hazards Preparedness Video in English, Spanish, and Haitian Creole. In coordination with the Office of Emergency Management, ISC reviewed existing material and prepared a public service announcement on natural and man-made disasters, planning, evacuation, sheltering and emergency supply kits. Special effects were used to create the illusion of an impending category 5 hurricane and aerial drone videography was provided to offer viewers a new perspective on preparedness.

In fact, past scientific studies have demonstrated that disasters are social constructs and that large-scale hazard events exacerbate the preexisting conditions of the community and as a result have a cascading impact on a community and its residents, essential services, and critical assets. By thoroughly understanding a community’s pre-disaster vulnerabilities and their relation to its hazard threats, the public safety and emergency management community can be provided with more accurate and reliable detail about the potential impacts of various hazard threats.
Utilizing the 4,500 evidence-based indicators and measurements of community vulnerability and hazard risk provided in the Community Vulnerability, Risk, & Resiliency (CVR2) tool, our team of disaster researchers and analysts are able to model the hazard impacts and consequences of various hazard scenarios relative to the subject community's vulnerabilities, capabilities, and capacities. The result is a thorough and reliable hazard impact and consequence model that provides disaster and emergency management officials vital information to develop effective pre- and post-disaster strategies.
