HAZARDOUS MITIGATION GRANT PROGRAM
Course Description
This course is designed to give basic concepts of the Hazard Mitigation Grant Program (HMGP) to Recipients / Subapplicant, Individuals and Federally-Recognized Tribal Governments on how to apply for HMGP. The information is general and intended for mitigation staff that are relatively new to the HMGP process.
The HMGP is designed to help communities implement hazard mitigation measures following a Presidential Major Disaster Declaration in the areas of the state, tribe, or territory requested by the Governor or Tribal Executive. The key purpose of this grant program is to enact mitigation measures that reduce the risk of loss of life and property from future disasters.
The primary guidance document for this program is the HMA Guidance. HMGP is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The Sandy Recovery Improvement Act (SRIA) of 2013 The SRIA amendments allow Federally-recognized tribes to directly request disaster declarations from the federal government. This change provides Federally-recognized tribes with the option of applying for HMGP funds as either an applicant or a sub applicant.
