ISC Develops and Delivers Public Safety, Fire, Law Enforcement and Emergency Management Training Programs
The ISC Team has proven expertise in the area of emergency management training and education. The ISC Team provides instructor support services for clients across the county, to include on-site disaster operation training sessions to Federal employees; state emergency management representatives; and contracting staff. FEMA Headquarters and the National Instructor Coordinator routinely recognize ISC Team members as premier instructors that provide proficiency and knowledge of disaster operations. Specifically, some of our high-level training experience includes the development and delivery of higher education courses for both current and future practitioners, and our participation in the National Training Program to assist FEMA in delivering consistent course content and development of exceptional courses.
interactivE Exercise simulation
ISC Develops Exercise Simulation of Active Shooter Scenario
Recognizing the growing need for a coordinated strategy for active shooter incident, ISC was selected by Oakland County Michigan to develop an interactive exercise simulation and accompanying computer-based training programs that will provide fire departments, law enforcement agencies and emergency medical service responders with basic training on the tactical issues and concepts of victim care after an “active shooter” incident. ISC used professional film crews to develop client-customized, interactive media that not only enhances the learning experience, but also utilizes adult learning techniques designed to increase knowledge retention. Utilizing the learning management system provided by the Odysseus™ Enterprise System, ISC was able to train over 3,000 first responders in just a few months.
ISC is Seasoned in Developing and Facilitating Tabletop Exercises
The ISC Team has noted experience facilitating discussion-based exercises, which serve to train personnel and validate planning doctrine. We recognize that the success or failure of tabletop exercises is largely dependent upon the design and facilitator’s ability to test key components of a plan or strategy. Our time-tested approach allows our team to identify information overlaps and gaps, and to ultimately offer solutions and corrections prior to the occurrence of an actual incident. Our experience has shown that these scenario-based discussions provide an effective venue to orientate participants to new or existing plans, policies, or procedures; and to construct a common framework of understanding among all participants. If used effectively in the planning and validation process, these opportunities can also promote new ideas and improve procedures if a consensus building approach is adopted during these exercises.
Functional and Full-scale Exercises
ISC Delivers HSEEP Compliant Functional and Full-Scale Exercises
The ISC Team has experience coordinating the design and execution of drills, functional, and full-scale exercises for Public Health Departments, Law Enforcement Agencies, HAZMAT units, Emergency Management Agencies, Laboratories, and Hospitals. We also bring to the table our extensive all hazard planning and large-scale response and recovery operations knowledge and expertise. This has been gained through the mobilization to scores of large-scale emergencies and disasters in various incident management capacities, including the September 11th Attacks and Hurricanes Katrina, Sandy, and Maria. Most importantly, ISC will ensure compliance with the HSEEP and other regulatory and programmatic requirements.

Its long been recognized that training isn’t just important to any preparedness program, or company for that matter, it is vital. Effective training has been shown to: 1) increase understanding and compliance, 2) improve the productivity and adherence to quality standards, 3) develop and improve skill sets that are essential to their responsibility or work function, 4) improve the ability to implement and realize specific goals, and 5) increase the ability to operationalize strategies, processes and procedures Public safety, emergency management, and homeland security programs have long realized the benefit of training; however, their ability to maintain and sustain training programs is limited in today’s age of budget and funding cutbacks. The tremendous amount of planning and preparedness that our Nation has undertaken over the past decade, and the ability to implement these strategies, procedures, and protocol are at severe risk.
This is why ISC has made huge investments to develop computer based trainings and, to not only recreate a traditional classroom environment, but use cutting-edge technologies, innovative media, and adult learning techniques that will engage learners, enhance their learning experience, and improve knowledge retention. ISC has mastered educational authoring software and have integrated cutting-edge tools that are designed to enhance the educational environment.

The web-enabled Odysseus™ system provides jurisdictions with the option of a system-based approach for maintaining, educating, training, exercising, and updating emergency management doctrine. This team is also capable of developing and implementing web- and/or computer-based learning modules as demonstrated through our development of Odysseus™ and similar tools.
