 The catastrophic events of 9/11 and Hurricane Katrina, coupled with the heightened awareness of the increasing number of disasters and emerging threats from such hazards as Pandemic Influenza, have pressured federal officials to issue a multitude of directives, grant requirements, performance measures, and allocate billions of dollars for emergency preparedness. The continual stream of new federal directives and requirements since 9/11 has combined with previous requirements and day-to-day “normal” operations to place tremendous pressure on state and local emergency management and preparedness professionals to perform their responsibilities at ever higher levels despite limited resources and capabilities. The acknowledged gap between preparedness requirements and state and local resources and capabilities led Integrated Solutions Consulting (ISC) to develop the Odysseus® Preparedness and Planning System.
